LOCATION OF POSITION

The current vacancy is located at MCPRS, Administration Building, 7931 Brockbridge Road in Anne Arundel County.  However, this recruitment will be used to fill future vacancies in other locations.  Therefore, we encourage you to apply at this time.

Main Purpose of Job

This position assists the Agency Procurement Specialist Supervisor and Agency Procurement Specialist II in the  timely and accurate procurement of maintenance contracts, services, supplies and equipment for the following East Region Correctional Facilities in accordance with the regulations of COMAR Title 21. 

POSITION DUTIES

Directs and supervises the procurement operations and functions of a very large State institution.  

Prepares or reviews all final requisitions for all supplies, materials, equipment and service contracts purchased by a very large State institution.  

Establishes practical inventory levels as well as inventory control measures. 

Directs and supervises the operations of all storerooms, handling the receipt, storage, and issuing of supplies, materials, and equipment.  

Supervises and directs all office and storeroom personnel directly related to the purchasing section.  

Secures bids and awards contracts on specific lines of merchandise not purchased through the Purchasing Bureau.  

Keeps records of prices and sources of supply. 

Prepares specifications and standards for purchases.  

Studies market conditions and the quality and price of goods. 

Approves all purchase orders and requisition forms;  

Follows up on orders and irregularities.

Performs other related duties.

MINIMUM QUALIFICATIONS

Education: Graduation from a standard high school or possession of a State high school equivalence certificate.

Experience: Eight years of experience in receiving, storing, issuing, purchasing and requisitioning supplies, materials, and equipment, six years of which must have included experience at the supervisory or management level or must have involved the final responsibility for purchasing and requisitioning.

Notes: Applicants may substitute education at an accredited college or university at the rate of 30 semester credit hours for one year of experience for up to one year of the required general experience.

SELECTIVE QUALIFICATIONS

Applicants must meet this selective qualification to be considered. Include clear and specific information on your application regarding your qualifications.

Two (2) years of experience processing contracts over $5,000.

DESIRED OR PREFERRED QUALIFICATIONS

State of Maryland Procurement experience and or experience with procurement for multiple locations or units is desired.
