Main Purpose of Job

To plan, organize and direct the volunteer program at MCTC in Hagerstown.  This position will report to the Assistant Warden.  The duties of this position include assisting the institution in maintaining a safe and secure environment while providing treatment opportunities for inmates through the use of community resources and volunteers.  The incumbent is responsible for the recruitment, training and supervision of a volunteer public in support of programs within MCTC.  Auxiliary duties include public speaking, program supervision of staff advisors, development or inmate programs, direct program supervision of inmates, information research and management, staff training opportunities, liaison with specialty programs, annual review of directives, monitoring of inmate access to programs, grant writing and mentoring of student interns.  The incumbent is responsible as the liaison for inmate news and publications and youth challenge between staff, inmates and volunteers.  This position requires completion of the Maryland Police and Correctional Training Academy.

POSITION DUTIES

Plans and coordinates a comprehensive volunteer activities program; Coordinates the activities of volunteer groups and other organizations in their efforts to assist the agency in carrying out its goals and programs; Develops plans for volunteer groups and individuals serving the needs of the client population; Arranges the programming and scheduling of social, recreational, religious and other activities and for the distribution of donated supplies and contributions; Prepares newsletters and brochures concerning the institution or community program and its activities; Prepares and edits news releases, publications, newsletters and special publications concerning the volunteer program; Prepares and revises the annual budget, reports, operations manual and volunteer handbook; Makes presentations at civic and professional gatherings regarding of the goals, functions, programs, accomplishments and needs of the agency or institution; Maintains volunteer continuing education program; Works with chiefs of operating units in coordinating staff and volunteer activities; Meets groups and individuals requesting tours of the institution or facility; May be required to develop a religious program for patients or inmates; May supervise administrative and support staff; Performs other related duties.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university to include 30 credit hours in social sciences, journalism, or public relations or a related field.

Experience: Three years of experience involving planning, coordinating and evaluating volunteer activities in a state facility, institution or community-based program.

Notes:

1. Additional experience as defined above may be substituted on a year-for-year basis for the required education.

2. Graduate level education in social sciences, journalism, public relations or a related field from an accredited college or university may be substituted for experience at a rate of 30 college credits for up to two years of the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2. Persons appointed to positions in this classification may be required to successfully complete cardiopulmonary resuscitation training and maintain current certification.
