Main Purpose of Job

The main purpose of this position are two things; to direct the activities of the Medicaid Internal Audit Division, and to manage the Recovery Audit Contractor (RAC) contract. The Medicaid Internal Audit Division is responsible for performing periodic examinations and follow-up reviews of the accounts, records, procedures, and policies of the DHMH Medicaid Program administrations & facilities to help safeguard the Department's assets by minimizing various internal control risks. The Division performs internal audit reviews and coordinates responses to various external audit reports. The Division helps to prepare DHMH units for legislative audits by ensuring that DHMH administrators have implemented corrective actions sufficient to resolve previously cited audit findings, and reviews problem areas to prevent future audit deficiencies, and potential monetary assessments. The RAC contract is a federally mandated requirement to perform post payment audits of various Medicaid provider types to ensure proper payment was made, and recover any program overpayment to prevent fraud, abuse and waste of State & Federal resources. Due to the audit nature of the contract and the extent of the contract, the oversight of the RAC unit, which monitors the contractor, reviews invoices and processes same for payment, directs recovery of the provider overpayment, maintains an outstanding receivables balance, and addresses provider appeals, was assigned to this position.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree in accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Five years of experience conducting financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results.

Notes:

1. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a master’s degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Applicants may substitute one year of professional accounting experience for one year of auditing experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

Possession of at least two years of supervisory experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should be familiar with Maryland Medicaid and internal auditing standards.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.
