LOCATION OF POSITION

Crownsville, Maryland. In the future, DHCD will be relocating from Crownsville, Anne Arundel County, to the New Carrollton transit stop location in Prince George’s County.

POSITION DUTIES

DHCD has an immediate opening for a Housing Rehabilitation Officer.  This position analyzes residential properties, evaluates plans, specifications and contractor's bids; inspect rehabilitation work and recommend payment of loan funds; monitors local housing agencies administration of SLP programs; and provides technical assistance to loan applicants, local governments and contractors on loan programs offered by SLP.  The duties performed will help Single Family Housing meet its MFR goal for Special Loan Programs to increase the percentage of low and moderate-income Maryland households who live in decent housing.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in urban planning, financial management, business or public administration, political science, economic, marketing, management science or a related field.

Experience: Three years of experience in residential or commercial real estate development, governmental housing, community development or infrastructure development programs, including market research, planning, financial management, loan or grant program administration, capital projects or project development in the option for which application is made.

Notes:

1. Additional experience as specified above may be substituted on a year-for-year basis for the required education.

2. Graduate credit hours in urban planning, financial management, business or public administration, political science, economics, marketing, management science or a closely related field may be substituted on a year-for-year basis for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Business and Industry job family or Business and Industry job codes in the on a year-for-year basis for the required education and experience.   

DESIRED OR PREFERRED QUALIFICATIONS

  1. Strong administrative/organizational skills
  2. Proficient in MS Word.
  3. Background in Residential Remodeling and New Construction
  4. Previous experience as MHIC licensed contractor

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
