Four (4) contractual positions with limited benefits.
The Maryland Department of Housing and Community Development (DHCD) is a national leader in the financing and development of affordable housing and community development lending. DHCD's Headquarters Office is located in Prince George's County at the New Carrollton Metro stop.
POSITION DUTIES
These positions are Contract Management Officers with the Contract Administration (CA) department within the Community Development Administration.
The main purpose of the position is to ensure that the CA unit meets all HUD requirements under the Annual Contributions Contract (ACC) related to administration of Housing Assistance Payments (HAP) contracts for identified Section 8-assisted properties. As a Contract Management Officer, this position is responsible for all HAP contract management activities related to the position's portfolio properties. Responsibilities include but are not limited to processing contract renewals, rent increases and opt outs, processing Section 8 vouchers, maintain up-to-date knowledge on HUD Section 8 Rental Subsidy Program and the regulations governing the program as set forth in HUD handbook 4350.3. These positions enforce compliance requirements by conducting on site and desk audits of property occupancy information, notifying proper regulatory agencies of non-compliance, and/or directing a corrective action plan resolution.
MINIMUM QUALIFICATIONS
MINIMUM QUALIFICATIONS ARE REQUIRED. PLEASE READ CAREFULLY.
Education: A Bachelor’s degree from an accredited college or university in urban planning, financial management, business or public administration, political science, economic, marketing, management science or a related field.
Experience: Three years of experience in residential or commercial real estate development, governmental housing, community development r infrastructure development programs, including market research, planning, financial management, loan or grant program administration, capital projects or project development in the option for which application is made.
Notes:
- Additional experience as specified above may be substituted on a year-for-year basis for the required education.
- Graduate credit hours in urban planning, financial management, business or public administration, political science, economics, marketing, management science or a closely related field may be substituted on a year-for-year basis for up to two years of the required experience.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Business and Industry job family or Business and Industry job codes in the on a year-for-year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
Candidates must exhibit at least one year of experience in one or more of the following areas:
- knowledge of Section 8 rules and regulations;
- property management experience
- experience with HUD secure systems or voucher data systems.
