POSITION DUTIES

The Comptroller of Maryland Information Technology Division's Web Applications Unit is currently accepting applications for a web application developer trainee. We are seeking a highly motivated and team-oriented individual who is ready to apply what they've learned from their studies in application programming languages and concepts. Come join us as we seek to serve the Maryland public with our online interactive applications. This position will be responsible for analyzing, designing, developing, documenting, testing, implementing and maintaining interactive .NET applications for the Internet, Intranet and Extranet.

PLEASE NOTE: This position is occasionally required to provide on-call support weekdays prior to 7:30 a.m. and/or after 5:00 p.m., weekends, and holidays. Comp time and flexible work options are available.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.

Experience: None.  

NOTES:  

  1. Candidates may substitute completion of high school or a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education.  
  2. Candidates may substitute completion of high school or a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and applications programming using generally accepted computer programming languages or other developmental tools for the required education.  
  3. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education.
  4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required education.

** For education obtained outside of the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the United States, please submit a detailed, course-by-course evaluation report from one of the U.S. equivalency evaluating members identified at http://www.naces.org/members.  

SELECTIVE QUALIFICATIONS

  • Six (6) or more credit hours in Application Development with a focus on moderate to complex programming and software design in C#, VB,.NTE, C++, Java, or a substantively similar programming language.(If not using a note or note #2)

OR

  • One year of experience developing interactive applications in a .NET or JAVA environment. (Note #1, #3 or #4)

DESIRED OR PREFERRED QUALIFICATIONS

  • Strong interpersonal, communication and analytical skills
  • Adaptive skills with a focus on applying knowledge of solid coding concepts to new and possibly unfamiliar programming languages        
  • Training in databases such as writing SQL queries and stored procedures        
  • Training in web-based technologies such as .NET, XML, XSD, XSLT, HTML and CSS

EXAMINATION PROCESS

Only applicants who meet the minimum and selective qualifications for this recruitment will be considered for this opportunity. The examination will consist of a rating of your education, training and experience. It is essential that you submit complete and accurate information on your application in order to determine if you meet the qualifications as specified above. Due to the nature of this list, all qualified applicants are placed on an unranked list of candidates and will remain active on this list for at least one year.

Qualifying applicants are subject to an oral interview. Prior to appointment, the employee must successfully undergo a comprehensive background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986. Upon initial appointment OR promotion to a position in the State Personnel Management System, an employee is required to serve an initial six month probationary period. This probationary period may be extended an additional six months under certain circumstances at the discretion of the appointing authority.
