Introduction

The Office of Information Technology (OIT) is currently accepting applications from qualified candidates for the position of IT Programmer Analyst II. Employees in this classification are required to work weekends and holidays. 

This is a position specific recruitment. The resulting list of eligible will be used to staff this position or function only. This list will be maintained for one year. You will need to reapply for any future recruitment for this job classification.

Main Purpose of Job

The main purpose of this position is to develop, design and implement programs by using the software platform Visual Basic, .Net and Microsoft SQL servers. These projects support the work of units within the Department of Labor, Licensing and Regulation (DLLR).

POSITION DUTIES

APPLICATION/PROJECT/DEVELOPMENT and  SUPPORT: Complete and document all projects assigned within agreed upon deadlines and according to the standards.   Provide and assist team members in providing accurate input to project research, impact analysis, time estimates and project plans,   Demonstrate thorough knowledge of assigned application(s) from both business and technical perspectives.   Prepare feasibility studies, technical evaluations and alternates analysis as directed.   Coordinate technical review, impact analysis and installation of assigned application projects and enhancements.   Review work prior to publication on the web, ensuring 508 disability compliance for the web.   Write system programs or make modifications to existing system Programs to meet specific user requirements.

TECHNICAL SUPPORT: Perform proficiently using advanced and effective technical skills and techniques.       System and program analysis and design. Detailed system and program specifications from general requirements working with designated user contacts. Coding, compiling and testing of program modifications.  Preparation, execution and evaluation results of unit, system and acceptance test plans, test criteria and data. Use of appropriate file structures, system utilities and technical tools. Error resolution and debugging techniques. Coordinate test system adequacy, usage and documentation. Ensure program and system documentation is adequate and accurate. Utilize, recommend and support productivity tools.  Provide direction and review of technical planning, design, coding and implementation techniques of other team members.

MAINTAIN APPLICATION SYSTEM AT CURRENT STATE TECHNOLOGY: Maintain vendor purchased application at the current release level. Maintain in-house components at a level that conforms with the operating environments. Maintain application systems at a high level of production stability and performance.   Ensure completeness and accuracy of production update components. Maximize performance, operating efficiency and effective computer resource usage through evaluation, recommendation and/or installation of system tuning techniques. Reduce application incidents and outages. Respond promptly to production problems on assigned systems, providing sound judgment, analysis and appropriate solutions. -          Review/follow-up on incidents to ensure non-reoccurrences. Act as a technical consultant for other systems as requested. Recommend and support application and procedural improvements.

CUSTOMER SERVICE:  Assist in recommending “best” solution for current user needs and design in application Develop, maintain and enhance user and management confidence, credibility and respect through continued quality of performance, service and responsiveness. Recommend and support ideas for improving the way we do our work. Invite changes to make work more satisfying. Assist in developing written user guides and procedures for the day-to-day operations of the local office members.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.

Experience: One year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.

Notes:

1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.

2. Candidates may substitute completion of high school or a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education.

3. Candidates may substitute completion of high school or a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the required education.

4. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

1) Experience w/the following technologies and tools: VB>NET, SQL Server 2012, ADO>NET, Visual Studio, SQL Server Reporting Services , XML, Team Foundation Server, HTML and C#.

2) Experience designing, developing and maintaining web applications written in VB.NET

3) Experience developing and using database elements such as tables and stored procedures; strong testing skills

4) Strong interpersonal, communications and analytical skills.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached. Employees may be furnished with a pager or cell phone.

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DUI) to determine whether any monies are owed to DUI as a result of unemployment insurance overpayment and/or fraud.  Any unpaid debt may have an impact on whether or not a candidate is offered employment.

A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit prior to hire.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
