Main Purpose of Job

This position performs database management applications that include various administrative and supervisory duties for the Bureau of Information Analysis. The position requires developing and managing automated tools that promote program integrity in the Local Departments of Social Services (LDSS) as well as within the Maryland Department of Human Resources (DHR), Family Investment Administration (FIA) including supervision and oversight of the administrative operations dedicated to data input, filing, scanning, e-mailing, sorting and collating, copying and scheduling activities for the Bureau.  This position is also the key to the Bureau's Federal requirement to archive its documents and findings for at least three years; communicates audit findings to the LDSS and receives comments and challenges from the LDSS regarding federally mandated audits. The incumbent in this position produces reports, generate documents and forms for use by the Bureau of Quality Control's staff (QC); trains QC staff in frequent changes in the database that result from Federal and State policy changes, program macros for an ACCESS-based database that can track review findings, produce reports, and provides day-to-day computer user support for the QC's 40 employees; and performs a number of administrative functions for use by the United States Department of Agriculture, United States Department of Health and Human Services, General Assembly, DHR and LDSS to evaluate the performance of FIA's Food Supplement and Temporary Cash Assistance programs.

POSITION DUTIES

Produces reports and generates data entry protocols for Bureau staff to enter key information into Federally mandated audits; trains Bureau and LDSS staff in frequent changes as a result of Federal and State policies changes; provides computer user support for employees; supervises and oversees the clerical operations of the Bureau; prepares and responds to communications regarding program performance; performs program analysis to generate employee performance appraisal reports and provides back-up support for data entry into the Federal QC database, as needed and ensures that ad hoc program data reports are provided timely and accurately, upon request.

MINIMUM QUALIFICATIONS

Please describe in detail any job duties relating to the minimum qualifications stated below and include any computer software experience (Excel, CHESSIE, Powerpoint, Word etc.) used in the each of the positions you held.

Education: Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology related field to include course work in database management systems.

Experience: One year of experience designing, developing, implementing, maintaining and controlling database management systems for computers.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate plus thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology-related field to include course work in database management systems may be substituted for the required education.

2. Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for computers may be substituted for the required education.

3. Experience operating computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on computer systems; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year-for-year basis.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Database Administration classifications or Database Administration specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:

1. Experience in training programmers and system users on techniques for efficient use of database management systems.

2. Experience with operating system data, communications software, and relational databases.

3. Experience with the PC software including Windows, SQL, Microsoft Visual Studio.NET (C#, HTML, Javascript), Microsoft Office Professional (i.e., MS Access, Excel, Word, PowerPoint), and Mainframe systems.

4. Knowledge of database management systems, software and tools.

5. Ability to communicate effectively and to establish and maintain effective working relationships with system users, vendors, computer operations personnel, programmer analysts and technical support specialists.

6. Skill in documenting new and revised database management systems procedures and standards.

7. Skill in using diagnostic and performance tools and other software products to maintain established standards for database management systems.  

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached or will be furnished with a pager.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
