Main Purpose of Job

This position develops solutions requiring personnel-related data including but not limited to various Human Resource Development and Training (HRDT) databases, internet connectivity, and physical network connectivity between client workstations and host for (HRDT) and the Local Department of Social Services within the Department of Human Resources. The incumbent in this position assists HRDT staff by developing IT solutions to HRDT/Personnel-related services such as creation/maintenance of databases and associated queries/reports and may be subject to be on call 24 hours a day.

POSITION DUTIES

Plans, creates, maintains maintenance and supports all HRDT databases, including the Microsoft Access databases designed for HRDT project deliveries. Restructures and repairs tables, form indexes, creates lookup links and system Security, and coordinates with HRDT managers and staff to provide maximum implementation of database reporting requirements. Retrieves database and reports; plans, designs and operates various queries; and maintains data integrity and security across all database platforms. Supports daily operation of HRDT network, maintains the latest server patch files, network connectivity to the Ethernet fiber-optic 'backbone', client log-in scripts, server configuration files, file and printing services as well as all other network-provided services. Documents Network peripheral implementation and support, such as printers, toners, etc.; plans printer placement and administers network printer queues; sets Network user policies including intruder lockouts, net account length, password histories, log-in scripts and other account-related settings; adds, deletes, changes, and maintains Network user accounts to the LAN using NetAdmin and other DOS equivalents; and maintains Network-level virus protection using McAfee VirusScan and other related software. Provides computer and network systems support; troubleshoots and resolves network hardware and software problems; interfaces with end-users to resolve day-to-day computing problems and issues including network printing, saving to network drives, file maintenance, hardware malfunctions, user education and any other user-related problems; coordinates with outside vendors and internal agencies to facilitate repairs and help; provides PC Network user-level training to HRDT staff and personnel; and coordinates staff training for desktop applications and enterprise software packages. Maintains IT skill set by reviewing industry publications, attending technical seminars and training classes; consults with other technical professionals; provides technical consultation to HRDT managers; and other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology related field to include course work in database management systems.

Experience: One year of experience designing, developing, implementing, maintaining and controlling database management systems for computers.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate plus thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology-related field to include course work in database management systems may be substituted for the required education.

2. Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for computers may be substituted for the required education.

3. Experience operating computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on computer systems; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year-for-year basis.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Database Administration classifications or Database Administration specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

1. Knowledge of database management systems such as: Dell PowerEdge servers; multiple brands of desktop computer systems; network hubs and switches; network cabling and patch cables; network interface cards; HP JetDirects; multiple brands of printers; hand tools, electronic meters and other diagnostic tools; and numerous software programs.

2. Strong written and oral communication skills.

3. Ability to prioritize and multi-task effectively.

4. Flexibility in a busy environment.

5. Strong time management, priority setting and problem-solving skills.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached or will be furnished with a pager.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
