Main Purpose of Job

The Project Manager is responsible for ensuring a comprehensive data management and reporting strategy that gives the Maryland Health Benefit Exchange (MHBE) the capability to maintain and enhance its information assets, analyze data, and produce any and all required statistical, performance, and metrics reports. Specifically, the Data Informatics Manager will have oversight over the MHBE data architecture and strategy; data quality, consistency and controls; data warehouse management; business intelligence tools management; extract, transform, and load (ETL) services; ad hoc reports; operational metrics support, and maintenance of data level memorandums of understanding. The Data Informatics Manager will have the support of direct report staff and contractors for fulfilling data informatics goals and objectives

POSITION DUTIES

Maintains an overall data architecture and data management strategy that includes an inventory of all transactional databases, operational data stores, and databases used for analysis and reporting.  This function includes supervision over the development and maintenance of data dictionaries, data models, and how data sources are related to each other demonstrating how the various databases and repositories support key business activities   Maintains the policies and procedures for managing data assets including plans for monitoring database performance, safeguarding data, backing up data, and providing secure access to data for both transactional and reporting needs.   Ownership over all tools and processes used to model data, transform, extract, and load data, and to monitor and manage the secure and accurate movement of data into the appropriate databases and repositories.   Maintains the MHBE’s business intelligence and reporting tools as well as the inventory and maintenance of all MHBE reports.  Manages the internal and contractor staff in the design, development and maintenance of ad hoc and standard reports as well as key metrics for web applications and operational performance.   Support the CIO in developing a strategic plan for the Exchange IT department.  Directs the preparation of the Exchange’s data management goals.  Support the hiring and managing of Exchange IT staff including setting goals and objectives, conducting performance reviews, monitoring staff and handling personnel issues.

MINIMUM QUALIFICATIONS

Five (5) years experience.

Bachelor's of Science degree

DESIRED OR PREFERRED QUALIFICATIONS

  • ITIL and PMP Certifications
  •  Masters of Science Degree (M.S.)
  •  5 years project management experience

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
