Main Purpose of Job

This position primarily supports the automated Maryland Children's Electronic Social Services Information Exchange (MD CHESSIE) and requires an in-depth knowledge of the Child Welfare Program. This knowledge base includes governing federal regulations, State laws, policies and procedures established by the Department of Human Resources (DHR), Social Services Administration (SSA). The incumbent in the position conducts the 'user acceptance' testing phase of the System Development Life Cycle (SDLC) for modification and enhancements made to the MD CHESSIE automated system; participates in user acceptance testing and day-to-day operations of MD CHESSIE; assigns staff as needed to assist with the design, development, implementation, testing, training/user or user support of other Department of Human Resources Information System mainframe applications, web-based systems and database application within the individual's current responsibilities to meet the business needs of the Office of Technology and Human Services; and conducts MD CHESSIE user acceptance testing, which is the final phase of the System Development Life Cycle. This position develops, executes, and documents test scripts that mimic typical case processing activities in the local offices to ensure that system modifications are working as designed, as well as meeting the needs of SSA's end users and customers; conducts in depth research into MD CHESSIE functionality as a result of system and data correction incidents which ordinate from the MD CHESSIE end-user; performs problem analysis to determine if the nature of the reported problem is actually training or a valid system deficiency; validates/tracks incidents and work orders in Remedy; participates on a variety of MD CHESSIE work groups; performs testing on submitted incidents, application changes and enhancements; creates UAT test scenarios/documentations using BDSD/requirements, including deliverables as internal reference material such as policy directives and current design functionality documentation; conducts User Acceptance Testing (UAT) for software medications in a separate database region; monitors correctives actions taken by the technical contractor and completes regressive testing; ensures that the software works as designed and that the software medications do not detrimentally impact any other functionality or processes within MD CHESSIE; and maintains the MD CHESSIE HELP system for the MD CHESSIE Application using Macromedia Robo Help.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems.

Experience: One year of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and two additional years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms may be substituted for the required education.

 2. Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted on a year-for-year basis for a high school education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

1. MD CHESSIE application experience.

2. UAT Testing background.

3. Excellent problem solving skills and analytically savvy.

4. Strong customer service and communication skills.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
