Main Purpose of Job

This position functions as a Senior Analyst within the Department of Human Resources (DHR), Family Investment Administration (FIA) to provide technical policy and procedural program support for statewide users. The position support activities performed that affect several hundred thousand recipients that can negatively impact error rates if benefits are not paid correctly to eligible customers. This position also supports the local departments on a regular basis through action transmittals, bulletins, and information memos to communicate proper procedures. In addition, monitoring of systems migrations and mass modifications is an integral function of this position and is subject to be on call 24 hours a day. The incumbent in this position guides, trains staff, designs, develops, tests, implements and maintains the automated systems needed to support the DHR, Family Investment Program and users of the system.

POSITION DUTIES

Designs, develops, tests, implements and maintains automated systems in the FIA in accordance with Federal and State rules and regulations; presents design to contractor and evaluates proposed design changes to ensure compliance with State and Federal statutes; participates in processing and reconciling Medicaid applications and interim changes in Client Information System (CARES), Health Benefit Exchange (HBX), and Interim Data Base (IDB); reviews business requirements and designs documents for Medicaid projects; develops procedures for Local Departments of Social Services (LDSS) as Federal and State welfare reform changes are mandated in the use of the automated system; assesses system impact of changes in policies and procedures; assists Lead Analyst, Supervisor and Director in establishing priorities for implementation of system changes; maintains the on-line Help Text and Users Manual to reflect current policies and procedures; trains analysts on how to perform job functions and review work completed prior to submission; designs and evaluates technical program solutions if any system does not perform according to policy; analyzes, recommends and reviews modifications to CARES Parameter Maintenance Tables; reviews parameter changes, caseload distribution requests and alert processing; completes on-line caseload re-distribution requests for LDSS; and reviews CARES procedures, documents and manuals to ensure correct and consistent information; and validates systems modifications when mass changes are made to the FIP caseload.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems.

Experience: One year of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and two additional years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms may be substituted for the required education.

2. Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted on a year-for-year basis for a high school education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Experience in processing and reconciling Medicaid applications and interim changes in the CARES, HBX and IDB.

Experience managing the implementation and correct operation of changes within the CARES system.

Knowledge of rules, policy regulations and procedures for Family Investment Programs.

Knowledge of technical systems (CARES, SAIL, WORKS, ECMS, HBX, IDB and EPPIC).

Knowledge of business requirements and design documents for Medicaid projects.

Knowledge of user testing.

Knowledge of operating system and data communications software.

Ability to perform TSO queries to identify and control DB2 data.

Ability to write clear, readable and concise interpretative materials for use.

Ability to communicate effectively and establish and maintain effective working relationships with system users, etc.

Skill in documenting new and revised data base management systems procedures and standards.

Skill in implementing, controlling, and evaluating data base management systems.

Skill in applying inductive and deductive reasoning to reach logical solutions to data base problems.
