Main Purpose of Job

The main purpose of this position is to support and participate in all phases of the Family Investment Administration (FIA), Family Investment Program (FIP) including development and support activities for the multipurpose multi-task Client Information Services (CIS) computer system. This position is a lead worker position that provides technical policy and procedural program support to statewide users (including worker, supervisory, and administrative level staff). The development activities performed includes the design, development, testing, implementation and maintenance of automated systems needed to support FIP and users of the system. In addition, monitoring of systems migrations and mass modifications is an integral function of this position. The support activities performed by this position affect several hundred thousand recipients and can negatively impact error rates if benefits are not paid correctly to eligible customers. Also, support to local departments is provided on a regular basis through action transmittals, bulletins, and information memos. Failure to communicate proper procedures to the local departments not only impacts error rates, but creates a negative relationship between the local departments and FIA. The incumbent in this position is subject to call 24 hours a day; oversees the work of new staff, provides guidance and training to staff; reviews and monitors work completed by staff prior to submission to supervisor; supervises staff and performs supervisory activities in place of supervisor and manager whenever they are out of the office; evaluates proposed design changes for compliance in accordance with Federal and State rules and regulations/statutes; coordinates and tracks the Food Supplement (FS) overpayment and Treasury Offset Program (TOP) referral processes to ensure compliance with USDA/FNS regulations; ensures all calls/voice mails are responded to and resolved quickly and accurately through the 60 days referral and TOP interception hotline; develops procedures for Local Departments of Social Services (LDSS) as Federal and State welfare reform changes are mandated in the use of the automated system and its' impact on local workflow; assesses system impact of changes in policies and procedures; assists the Director in establishing priorities for implementation of system changes; maintains the on-line Help 'Text and Users Manual to reflect current policies and procedures; designs and evaluates technical program solutions; analyzes, recommends and reviews modifications to the Clients' Automated Resource and Eligibility System (CARES) Parameter Maintenance Tables; reviews parameter changes, caseload distribution requests and alert processing; completes on-line caseload redistribution requests for LDSS; reviews CARES procedures, documents and manuals to ensure correct and consistent information; validates and monitors systems modifications and makes independent decisions as the project team leader and trains staff on the procedures.

MINIMUM QUALIFICATIONS

Please describe in detail any job duties relating to the minimum qualifications stated below and include any computer software experience (Excel, CHESSIE, Powerpoint, Word etc.) used in the each of the positions you held.

Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems.

Experience: Two years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and two additional years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms may be substituted for the required education.

2. Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted on a year-for-year basis for a high school education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

1. Detailed knowledge of rules, policy regulations and procedures for Family Investment Programs.

2. Detailed knowledge of FIA technical systems (CARES, SAIL, WORKS, ECMS, HBX and EPPIC).

3. Knowledge as well as the ability to perform and apply administrative and supervisory principles.

4. Ability to communicate effectively, write clear, readable and concise interpretative materials for use by Family Investment workers and other agencies in and outside of DHR.

5. Ability to manage the implementation and correction of operation changes within the CARES system.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
