Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law.  Through the diligence of a highly professional staff of market analysts, financial analysts, accountants, lawyers, law enforcement officers, actuaries, complaint investigators, and others, the MIA works to facilitate a strong and competitive insurance marketplace where consumers are well informed and treated fairly.  Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities.

The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms.  The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law.  The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

Main Purpose of Job

This position performs a critical function associated with the MIA's annual collection of premium tax payments for the State of Maryland. This position also performs a variety of tasks associated with the fiscal, producer licensing, and administrative functions of the agency.

POSITION DUTIES

This Fiscal Accounts Technician I is responsible for capturing, recording, reconciling, and researching all annual and quarterly premium tax payments made by over 1,500 insurance companies doing business in the State of Maryland. The incumbent will perform accurate and timely reconciliation of the received and recorded payments in the Maryland State accounting system (FMIS RStars) deposit records.  This position requires a high-level of accuracy, attention to detail, and problem solving skills to ensure accuracy when collecting, recording, and reconciling extremely large amounts of money that are critical to the revenue of the State; and will work in cooperation with MIA’s Premium Tax Auditors to research and respond to inquiries accurately and in a timely manner.  The employee in this position will also oversee proper allocation of agency corporate purchasing card activities for the agency; and ensure the accuracy of MIA’s monthly expenditure and revenue reports to track revenue performance and to manage the agency’s budget. 

The Fiscal Accounts Technician I will provide assistance to MIA’s Producer Licensing staff in the review and evaluation of paper insurance license applications to determine compliance with Maryland Insurance laws and regulations; and will enter producer licensing information in the State Based System (SBS). 

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience reviewing, verifying, recording, adjusting and balancing financial transactions.

Notes:

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

2. Six credit hours in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.
