Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law.  Through the diligence of a highly professional staff of market analysts, financial analysts, accountants, lawyers, law enforcement officers, actuaries, complaint investigators, and others, the MIA works to facilitate a strong and competitive insurance marketplace where consumers are well informed and treated fairly.  Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities.

The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms.  The MIA investigates reports of fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law.  The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

Main Purpose of Job

A Fiscal Accounts Technician I is the intermediate level of work reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports or identifying budget trends and recommending budget realignments.

POSITION DUTIES

The Maryland Insurance Administration is recruiting for two (2) Fiscal Accounts Technician I positions.  Each position will focus on a specific area within the Fiscal Services Division.

 

Reconciliation

This position is responsible for the daily and monthly reconciliation of financial transactions in the Financial Management Information System (FMIS) to bank control documents.  The incumbent identifies and resolves charge backs; communicates findings to respective programs; notifies companies to secure payment; and prepares and enters journal entries into FMIS to clear suspense accounts.  This position also prepares financial reports and statements; compiles and files all deposits and premium tax information; reviews, inspects, and codes requisitions; and orders office supplies for the agency.

 

Accounts Payable

This position is responsible for the MIA’s accounts payable functions. The incumbent will process operational invoices, manage accounts receivable cancellations and collect delinquent invoices. This position will receive and review invoices from vendors, match documents, code and batch documents, and assemble voucher packages in accordance with established guidelines. The incumbent will review and identify errors, omissions and escalations; provide documentation of outstanding items on a monthly basis and cancel accounts receivable documents as warranted.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience reviewing, verifying, recording, adjusting and balancing financial transactions.  

Notes:

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

2. Six credit hours in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
