Main Purpose of Job

The main purpose of the Fiscal Accounts Technician II position is to review, verify and record costs associated with community based services for Region I.

This position also calculates, processes and verifies the payroll/timekeeping functions for the Department of Juvenile Services Region I-Baltimore City.

The functions include reviewing vendor involces related to community based services and entering vendor invoices in the MD State Accounting System (FMIS ). 

The Fiscal Accounts Technician II position also calculates payroll and posts salary information to the exception time report (ETR) for regular payroll and positive time report (PTR) for contractual payroll as well as enters timesheet information in the Leave Accounting System (LAS). 

This also includes generating and reconciling control reports to actual timesheets and preparing and posting adjustments in the LAS.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

Note:

1. Candidates may substitute experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

1. Experience calculating and processing payroll in MD State Leave System (LAS), processing invoices and posting payments in State of MD Financial Management Information System (FMIS)

2. Experience in Microsoft Excel or Access and using accounting software.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
