THIS IS A MANAGEMENT SERVICE POSITION. THE INCUMBENT WILL SERVE AT THE PLEASURE OF THE APPOINTING AUTHORITY.

POSITION DUTIES
The incumbent of this position will direct and coordinate fiscal activities of the Comptroller's Information Technology Division. These duties will include accounting, budgeting and procurement functions. In addition, the incumbent will oversee the procurement of all information technology related goods and services for the Comptroller of Maryland; provide guidance to the Agency CIO/IT Procurement Officer in the development and execution of procurement strategies, and coordinate the development of the Agency IT contracts through full execution.
Please Note: This position may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached or will be furnished with a pager.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: Two years of experience preparing, examining, analyzing and interpreting budget, accounting and procurement systems, records and reports.
NOTES:

Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

Possession of a certificate as a Certified Public Accountant or a Masters degree in accounting from an accredited college or university may be substituted for one year of the required experience.

Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience.

Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administration classifications or Financial Management specialty codes in the Financial field on a year-for-year basis for the required experience.
SELECTIVE QUALIFICATIONS
One year of supervisory experience
DESIRED OR PREFERRED QUALIFICATIONS
Familiarity with:
- The State’s Budget Process
- The State’s Procurement Regulations – Title 21
- State contract management and review/approval process
EXAMINATION PROCESS
Qualifying applicants are subject to an oral interview. Prior to appointment, the selected candidate must successfully undergo a comprehensive background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986.
