Main Purpose of Job

This position is responsible for service as the Assistant Inspector General for Audits and is responsible for managing and directing the operations of the three DHMH Audit Divisions: the DHMH Internal Audit Division which is responsible finance and compliance, economy and efficiency, and program results audits of the Department's facilities and institutions, as well as all headquarters units; the Medicaid Audit Program that performs the previously list duties for the State's eight billion dollar Medicaid Program; the DHMH External Audit Division that conducts audits of local health departments and human services vendors receiving funding from the Department to ensure State funds are expended and reported in accordance with contract provisions, laws, regulations, and generally accepted accounting principles. The audits determine an amount that may be due to the generally accepted accounting principles. The audits determine an amount that may be due to the Department or the vendor of service. The Assistant Inspector General for Audits also manages and supervises the activities of the Department's Corporate Compliance Division that is responsible for conducting employee misconduct investigations dealing with potential fraud, waste, and abuse violations, for ensuring that the Department's internal providers are in compliance with federal and state billing standards as well as HIPAA requirements and Privacy and Ethics laws and regulations.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Requires a bachelor’s degree in accounting or a bachelor’s degree and 30 credits in accounting and related courses including 3 credits in auditing; and, six years of accounting /financial management experience, including three years at a supervisory level.  Transcripts MUST accompany application.

A CPA certificate or a master’s degree in accounting, finance or business administration will substitute for one year of general experience. Applicants who met the CPA exam admission requirements prior to July 1, 1974 will meet the above educational requirements.
