Main Purpose of Job

The Fiscal Services Officer is a member of the Office of Budget and Administration at the Maryland Higher Education Commission (MHEC). The position will primarily be responsible for providing fiscal and budgetary services and management through the performance of day to day fiscal operations, and serving as the lead worker for the unit.

POSITION DUTIES

  • Provide fiscal and budgetary services through the performance of day-to-day fiscal and budgetary operations in alignment with State and agency policy and generally accepted accounting principles.
  • Oversee the administrative functions of the agency, which include fiscal operations, budget preparation, including journal entries and allocations, budget projections and management, procurement, payment schedules, expense reports, and general services.
  • Assist the Director in the fiscal management of the agency’s federal and special fund programs, which includes annual estimates and projections for funds, review of fund invoices prepared by the Office of Grants, Veteran’s Affairs, and other units, etc.
  • Assist in annual fiscal year end closeout in accordance with generally accepted accounting principles.
  • Assist the Director in preparation of agency’s budget by compiling supporting fiscal, statistical, and other supporting data from the fiscal systems and various other units of the agency.
  • Oversees the agency’s procurement activities, and performs procurement related duties in the absence of the procurement officer in accordance with all State laws, regulations, and policies.
  • Perform other related and administrative duties as assigned.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Possession of a certificate as a Certified Public Accountant or a masters degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administration classifications or Financial Management specialty codes in the Financial field on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

One year of experience must involve working directly with FMIS and R*STARS financial software reconciling journal entries.

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate will have experience reconciling journal entries and familiarity with State of Maryland budget and accounting procedures, systems, and fiscal operations. Candidates should have experience utilizing Microsoft Office, Excel in particular, managing projects with deadlines, working collaboratively as part of a team and leading work groups.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

For education obtained outside the U.S. you will be required to provide proof of the equivalent American education by a foreign credential evaluation service.

SELECTION PROCESS

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.

EXAMINATION PROCESS

The examination will consist of a rating of all candidates’ education, training, and experience related to the requirements of this position.  Therefore it is important that applicants provide complete and accurate information related to this position.
