Main Purpose of Job

The main purpose of this position is supervision, coordination and managing of various unique and complex audition functions for the Employee Benefits Division (EBD) under the Office of Personnel Services and Benefits (OPSB) of the Department of Budget and Management.  The position is responsible for supervising the completion of all auditing work performed within the unit.  This includes managing the 100% eligibility verification of claims process for the 10 self-insured administrators of the State's health insurance programs; managing the 'Recovery and Collection' process for any identified ineligible claims resulting from the 100% eligibility audit; management of the Division's external Contract Auditor in performance of annual audits related to claims processing, performance guarantees operational processes and clinical reviews contracts; management of the annual Open Enrollment Dependent Verification Audits of active employees and retirees enrolled in the State's Health Insurance Programs.  Responsibilities also include managing auditing personnel in the completion of all internal auditing procedures and records.

POSITION DUTIES

This position is responsible for supervising the development and execution of all auditing work performed within the unit.  This includes managing the eligibility and claims verification process for our self-insured administrators of the State's Health Insurance Program including the collections; management of the Divisions external Contract Auditor in performance of annual audits related to claims processing, performance guarantees, operational processes and clinical review contracts; management of the annual Open Enrollment Dependent Verification Audits under the State's Health Insurance program - responsibilities also include managing up to five auditing staff.

MINIMUM QUALIFICATIONS

Education: A bachelor's degree in Accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in Accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Four years of experience performing financial and compliance audits of a State agency, grantee, business or other entity.

Notes:

1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Applicants may substitute one year of professional accounting experience for one year of auditing experience only.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

1.  Possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a Master's degree in accounting/auditing from an accredited college or university.

2.  At least one year prior experience supervising audit staff.

3.  Knowledge and/or experience in healthcare auditing/finance.

4.  Knowledge and/or experience with the State's accounting system (FMIS, RSTARS)

5.  Knowledge and experience using Microsoft Word and Excel

6.  Must possess good oral and written communication skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.
