The Maryland State Retirement Agency has a permanent opening for an Accountant Advanced within the Administration Division’s Data Control Unit, located at 120 E. Baltimore Street, Baltimore, Maryland.

The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System. The System is a multi-employer, public employees’ defined benefit retirement system composed of twelve (12) separate retirement and pension systems with additional plan components, covering approximately 200,000 active members and more than 142,000 retirees and beneficiaries.

Main Purpose of Job

This Accountant Advanced is assigned to the Retirement File Maintenance Section within the Data Control Unit.

This main purpose of this position is processing, analyzing, reviewing, and reconciling several critical jobs and files related to refund, deceased, and retirement benefit payments and to the accounting for and reporting of Federal and State taxes withheld from these payments.

POSITION DUTIES

This position is responsible for the monthly vouchers associated with the various payment types which must be completed with 100% accuracy and within tight deadlines to enable the Agency to issue proper and timely payments.

The monthly reconciliations associated with these payments must be completed with 100% accuracy and within tight deadlines to enable the Agency meet its reporting requirements to the payees, the Internal Revenue Service, and the Comptroller of Maryland.

Additional duties assigned to this position include reviewing MPAS reports to identify possible payment errors and initiating appropriate actions to correct these errors, reviewing payments identified as exceeding the Agency’s threshold of $3,000 per month, compiling various statistics for inclusion by the Section’s supervisor in production reports, and preparing the daily Data Processing Production Job Stream.

Successful performance of these duties requires strong organization, time management, and reconciliation skills.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

5.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year for year basis for the required experience and education.  

DESIRED OR PREFERRED QUALIFICATIONS

The candidate must possess or quickly develop expert level knowledge of the calculations related to refund, deceased, and retirement payments, including the Federal and State taxes associated with these payments.

The candidate must also possess or quickly develop expert level knowledge of the scheduling of MPAS production jobs to meet the monthly processing requirements of the Agency.

EXAMINATION PROCESS

The examination may consist of a rating of your education, training and experience related to the requirements of the job. It is important that you provide complete and accurate information on your application.

Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIFIED, or QUALIFIED.

The list will be valid for at least one year and may be extended. The list will be used by the hiring agency to select employees.
