THIS IS A POSITION SPECIFIC RECRUITMENT FOR THE ANNE ARUNDEL COUNTY OFFICE OF CHILD SUPPORT ENFORCEMENT AND IS LIMITED TO CURRENT DEPARTMENT OF HUMAN RESOURCES EMPLOYEES WILLING TO ACCEPT EMPLOYMENT IN ANNE ARUNDEL COUNTY.

Main Purpose of Job

This position acts as Lead Worker for the tri-level child support specialist staff responsible for providing location, establishment, fiscal and enforcement services to child support customers in accordance with Federal, State and Local child support policies, procedures and guidelines. This individual also assists the Child Support Specialist Supervisors in any of their assigned duties. Individuals in this position may train, monitor, distribute and review the work of the staff and meet with custodial and non-custodial parents to resolve child support and medical support issues either through the court process or administratively. Individuals must have a working knowledge of all Federal and State regulations governing paternity establishment, UIFSA, support establishment and enforcement of child support cases.

MINIMUM QUALIFICATIONS

Education: An Associate of Arts degree in social services, human services, legal studies, public administration or similar fields of study from an accredited college or university.

Experience: Two years of experience investigating and analyzing child support cases and initiating appropriate actions to establish, maintain and enforce support payments for dependent children in accordance with Federal and State laws, rules and regulations.

Notes: 1. A Bachelor’s degree from an accredited college or university may be substituted for the required education.

2. A Bachelor’s degree in social services, human services, legal studies, public administration or similar fields of study from an accredited college or university may be substituted for the required education and one year of the required experience.

3. Experience investigating and analyzing child support cases and initiating appropriate actions to establish, maintain or enforce support payments for dependent children in accordance with Federal and State laws, rules and regulations may be substituted for the required education on a year-for-year basis.

4. Experience determining eligibility for government assistance programs may be substituted for one year of the specific program experience.

DESIRED OR PREFERRED QUALIFICATIONS

1. Knowledge of procedures to register and enforce child support cases in the Maryland Child Support Enforcement System.

2. Knowledge of Maryland procedures and processes to establish and enforce child support obligations.

 3. Ability to communicate effectively in child support matters with custodial and non-custodial parents, family members, judges, attorneys, court personnel, employers, financial institutions, health insurance carriers and any other parties who have an interest in child support matters.

4. Ability to train lower-level Child Support Specialists.

5. Ability to assume responsibility of the team in the absence of supervisor.

6. Advance level of mathematics sufficient to calculate child support payments, assess payment records, make and approve account adjustments.

7. Willingness to learn and follow office procedures as directed by those in positions above you and by management.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SELECTION PROCESS

If you are in State service and are a promotional candidate your salary will be determined in accordance with the State of Maryland Guidelines.

EXAMINATION PROCESS

The assessment will consist of rating your education, training and experience relating to the requirements of the position.  Therefore, it is important that you provide complete and accurate information on your application.  All approved candidates will be placed on an eligible list.

The resulting eligible list may be used for future vacancies with this agency or other Local Offices of Child Support Enforcement within the Department of Human Resources.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
