Main Purpose of Job
POSITION DUTIES
The following duties are examples of assignments performed by the incumbent of this classification. It is not a total comprehensive list of duties, nor is it restrictive regarding job assignments:
- Advises the Division regarding advanced wastewater treatment issues and related interpretation of federal effluent limitation guidelines.
- Assist in implementation of Watershed-based permitting.
- Assist in development of Total Maximum Daily Loads (TMDL's). This may involve helping to develop plans for water quality studies, performing water quality modeling including point and non-point source loadings and allocations, and preparing detailed reports to be submitted to the EPA and for public review.
- Conduct facility inspections.
- Identify relevant data sources of background water quality.
- Maintain on-going open communication with the permit applicant (including regular meetings and/or telephone calls) to keep them abreast of the status of the permit process and the Department's anticipated future action(s) to ensure a mutual understanding of relevant issues and to minimize misunderstandings.
- Coordinate multi-media issues with other Administrations and other regulatory agencies.
MINIMUM QUALIFICATIONS
Education: Bachelor's degree in engineering or architecture from an accredited college or university.
Experience: One year of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory compliance with engineering or architectural standards, practices, principles and methods.
Notes:
1. A Bachelor’s degree from an accredited college or university with at least 20 credits in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or related areas may be substituted for the engineering degree.
2. A Master’s degree in engineering or architecture from an accredited college or university may be substituted for the required experience.
3. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the required education and experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate have the following:
- A Chemical, Environmental, or Civil Engineering degree;
- Experience or training with Geographic Information Systems (GIS);
- Experience in managing projects that take 6 months or longer to complete;
- Experience in the field of environmental regulations;
- Experience writing permits;
- Experience writing National Pollutant Discharge Elimination System (NPDES) permits;
- Experience with Microsoft Office Program (i.e., Access, Excel, PowerPoint, Word)
