Main Purpose of Job
The Chief of the Sediment and Stormwater Review Division directs, plans, coordinates, and administers all of the activities of Maryland's Sediment and Stormwater Plan Review Division in the Sediment, Stormwater, and Dam Safety Program of the Water Management Administration. This position's main purpose is to protect the water resources of the State of Maryland from the adverse impacts of soil erosion, sediment deposition and increased stormwater runoff resulting from construction activity undertaken by State and federal entities. This purpose is accomplished through a series of regulatory activities including technical review of erosion and sediment control plans and stormwater management plans and computations for State and federal construction projects. Through implementation of the plan review and approval process, the Sediment and Stormwater Plan Review Division ensures that all new and redevelopment projects provide water quality and quantity control measures that treat and manage stormwater runoff in accordance with regulations established by the Sediment Control Act and the Stormwater Management Act. The Sediment and Stormwater Plan review Division ensures that, during construction activities, stormwater runoff from all disturbed lands is controlled, and disturbances stabilized using best management practices, through implementation of the plan review and approval process.
Responsibilities for administrative and planning functions, include: supervision and management of staff; coordinating with local governments, State and federal agencies; the environmental community and developers, consulting and engineering firms; providing high level technical expertise and creative solutions for unusual problems; negotiating and managing water quality banking agreements and Institutional Management Plans with State and federal applicants. The position functions as a liaison to the Program Administrator, the Director of the Water Management Administration, and the Office of the Attorney General on erosion/sediment control and stormwater management policy matters.
MINIMUM QUALIFICATIONS
Education: Bachelor's degree in engineering or architecture from an accredited college or university.
Experience: Four years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory or quality compliance with engineering or architectural standards, practices, principles and methods.
Notes:
1. A Bachelor’s degree from an accredited college or university with at least 20 credits in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or a related area may be substituted for the engineering degree.
2. Possession of a Master's degree in engineering or architecture from an accredited college or university may be substituted for up to one year of the required experience.
3. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the education requirement and one year of the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate has the following:
- A Bachelor's or Master's degree in civil engineering
- Basic knowledge of erosion and sediment control and stormwater management requirements in the State of Maryland.
