Main Purpose of Job

This position manages and directs local agency Personnel operations for the Carroll County Department of Social Services, including supervising two staff members: a Personnel Associate II and an Administrative Specialist III.

This position is considered the agency’s technical expert and authority regarding professional personnel issues and serves as a liaison with DHR for implementation of all personnel transactions and to ensure compliance with State and Federal regulations by utilizing COMAR Title 17.  This position determines operational impact of personnel actions and reports implications to the Appointing Authority and the Deputy Director.

This position manages and directs agency personnel staff in the following areas:  

Employee-Employer Relations: Serves as a neutral party in disputes between employees or employees and management; conducts employee investigations on behalf of the Director at the agency level; hears first step grievances/disciplinary actions with Director; represents agency in second step grievance hearings; attends third step grievance hearings as witness on management’s behalf; acts as a liaison in mediation with Human Relations Commission regarding discrimination/ADA issues.

Employment Services/Recruitment: Actively solicits the resumes/applications of prospective employees; approves recruitment notices; reviews completed job references for suitability of applicant and previous work experience to qualify applicant for position; clears eligible lists; posts contractual, merit, local and other agency position vacancies; arranges advertising when necessary; sets up interviews; and participates on interview panels.

Delegated Reclassifications: reviews employee qualifications for possible reclassification.

Timekeeping/Payroll: Reviews and signs off on payroll reports; reviews leave balance reports generated by the timekeeper; and completes a quarterly audit of time sheets.

Employee Orientation: Manages staff person that prepares and conducts new employee orientation program, providing extensive training on merit system law, rules, policies, procedures and local regulations.

Personnel Evaluation: Manages staff person that tracks all phases of employee performance evaluations.

Health and Retirement, Agency Benefits: Advises prospective and current retirees on available health and retirement benefits; coordinates, reviews and signs all benefits paperwork and acts as a resource on benefits for employees.

MINIMUM QUALIFICATIONS

Please describe in detail any specific job duties relating to the minimum qualifications stated below and include any computer software experience (ex. Excel, CHESSIE, PowerPoint, Word, etc.) used in each of the positions you held.   Candidates must possess:  

EDUCATION: A bachelor’s degree from an accredited college or university.  

EXPERIENCE: Two and one half years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation.   

NOTES: 

1. Professional HR management work in the areas of recruitment and selection, classification, salary administration, employee relations, test development and validation or as a generalist may be substituted on a year-for-year basis for up to four years of the required education. 

2. Paraprofessional personnel work experience may be substituted on a year-for-year basis for up to four years of the required education. Paraprofessional personnel work is defined as work involving the application of PUBLIC SECTOR PERSONNEL procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment procedures.

3. Thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, human resources management, business administration, public administration, statistics, tests and measurements, psychology or a related field may be substituted for up to two years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience and education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter. 

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
