 The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law.  Through the diligence of a highly professional staff of market analysts, financial analysts, accountants, lawyers, law enforcement officers, actuaries, complaint investigators, and others, the MIA works to facilitate a strong and competitive insurance marketplace where consumers are well informed and treated fairly.  Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities.  

The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms.  The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law.  The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

POSITION DUTIES

This position provides administrative support to the Associate Deputy Commissioner (ADC) and serves as the Hearings and Appeals Coordinator for the MIA.  In an administrative support capacity, the position drafts and proofreads correspondence, prepares exhibit lists for Final Orders, and responds to inquiries from parties and counsel regarding hearing procedures and scheduling hearings for the Associate Deputy Commissioner.

As MIA’s Hearings and Appeals Coordinator (HAC), the incumbent receives all requests for hearings filed in response to an MIA order or complaint determination;  schedules pre-hearing conferences; prepares cases and case files for hearings at the MIA; and organizes and transmits designated cases and case files.  This position will also prepare and issue Notice of Hearing and subpoena requests; update MIA’s on-line hearing docket as required; receive civil complaint filings; and maintain and coordinate communication with plaintiffs, defendants, and the Office of the Attorney General.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: Two years experience providing administrative support work for an executive level official.

Note:  Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will have: 

  • Knowledge of legal documents and hearing procedures. 
  • Experience preparing subpoenas and other relevant legal documents.
