Main Purpose of Job
This position is responsible for managing interagency efforts to implement federal and State regulations, maintain compliance and provide technical assistance in establishing and achieving an equitable statewide rate setting structure and process for residential and nonresidential child care programs for youth requiring out of home placements. The nature of this work includes monitoring public-private partnership agreements. Under the direction of the Branch Chief for Interagency Collaboration, this position is responsible for directing and managing the multi-agency collaborative process to review and establish rates for approximately 200 residential and child placement care programs annually. The Section Chief leads the collaborative process as required by SB 344/HB 387 that establishes MSDE as the lead in partnership with five partner agencies: Department of Budget and Management Department of Health and Mental Hygiene Department of Human Resources Department of Juvenile Services Governor's Office for Children The responsibilities include chairing the State Interagency Rates Committee commissioned to oversee the care of youth requiring out-of-home placement.
POSITION DUTIES
Provides multi-agency leadership to oversee the business process for rate setting to achieve a more streamlined and equitable statewide solution; ensures that rates are published annually and that all rate packages are reasonable, completed in advance of July 1st; insures that the process and results comply with the requirements of SB 344/HB 387; manages the Appeals and Modification process, advising on corrective actions; conducts analysis and leading interagency sub-committees and workgroups formed to examine best practices that lead to greater efficiency and cost savings for youth requiring residential and child placement in an out-of-home environment; manages the execution of statewide rate setting strategies across agencies, administrations, public and private partners; recruits new providers for special care, analysis of characteristics and needs of youth.
MINIMUM QUALIFICATIONS
EDUCATION: An advanced degree from an accredited college or university. A Master’s Degree or higher in Social Work, Public Health, Business Administration, or other related field.
EXPERIENCE: Five (5) years of senior level management and leadership experience in a related field. Demonstrated knowledge of government practices in rate setting for youth programs. Interagency experience in a healthcare or human services setting. Experience working at a State or Federal Organization.
NOTE: Two additional years of experience as defined may substitute for the Master’s Degree.
