Main Purpose of Job

The main purpose of this position is to function as the Manager for Technical and Contract Support Services by directing a team of registered professionals in the Division of Capital Construction and Facilities Maintenance to provide technical support for the programming, planning, design, and construction of the State's correctional facilities.

POSITION DUTIES

THIS POSITION IS DESIGNATED AS A SPECIAL APPOINTMENT. THE INCUMBENT WILL WORK AT THE PLEASURE OF THE APPOINTING AUTHORITY. This is managerial and supervisory work in the field of building design and construction relating to Correctional Facilities. An employee in this class helps to manage the capital budget program in the Department of Public Safety and Correctional Services’ Division of Capital Construction and Facilities Maintenance. As the Assistant Manager, the employee is responsible for managing the efforts of a professional team of engineers and architects towards the execution of capital projects involving correctional facilities on a timely basis and within budget. This responsibility includes, but it not limited to, reviewing designs, criteria, specifications and design plans for correctional facility projects; prepares programmatic and schematic designs for planning purposes and prepares scope of work for capital program projects; and analyses and evaluates the projected construction costs of projects, assists in tracking invoices, contract awards, contract modifications and other expenditures in order to manage the funding appropriations. The duties also include coordinating with other professionals on the design team for the comprehensive development and review of a total project, including the Leadership in Energy and Environmental Design (LEED) rating system. This position trains and advises engineers and architects regarding Leadership in Energy and Environmental Design and sustainability; as well as any other duties assigned to this position.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's Degree in Engineering or Architecture from an accredited four (4) year college or university. 

For education obtained outside the United States, you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. This evaluation must be submitted with your application.

Experience: Five (5) years of experience as an architect or engineer in the design and construction of buildings.

Note:

1) Additional experience performing architectural design for facility and maintenance work may be substituted on a year-for-year basis for the required education.

2) Candidates currently registered as a professional architect in Maryland or in a state with comparable requirements meet the educational requirement for education.

DESIRED OR PREFERRED QUALIFICATIONS

The following qualification is preferred, not required:

Advanced credentials in Leadership in Energy and Environmental Design (LEED) and experience as an architect or engineer working in correctional facilities is preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
