Introduction

This is a MANAGEMENT SERVICES position with the Department of Public Safety and Correctional Services. The incumbent serves at the pleasure of the appointing authority.

Main Purpose of Job

To serve as a principle assistant to the Managing Officer of Eastern Correctional Institution with primary responsibility for security & programming opportunities for the Poplar Hill Pre-Release Facility, a 192 bed pre-release/work release unit located in Wicomico County. Overall management of the facility provides regional duties as required.

POSITION DUTIES

Responsible for ensuring three shifts of correctional officers are properly staffed and supervised to maintain a safe and orderly environment for staff and inmates.

Responsible for ensuring the delivery of the following inmate services and programs: case management, religious services, substance abuse, social work, education, recreation and volunteer services.

Responsible for personnel issues to include evaluations, designated by the Warden to review and approve line staff annual evaluations.

Responsible for maintenance, dietary, commissary and medical services for the pre-release facility.

Responsible for developing and maintaining a beneficial and cooperative work release program whereby inmates learn skills/ perform various jobs in the local community.

Responsible for appropriate use of resources; stay within funding limits given the budgetary process.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from a accredited college or university including 15 credits in Criminal Justice.

Experience: Four years exp. in criminal justice system ; 2 yrs. in major responsibility(Dir, program manager, security chief, CO Major or similar Dept. Head)

Notes:

1. Additional exp. in a position of major responsibility may substitute for education on a year for year bases up to 4 yrs.

2. May substitute additional college credits of at least 30 credits for up to one year exp.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

All persons who meet the minimum qualification will be approved on the certification list and will be placed on the employment (eligible) list for at least one year.
