Introduction
The Maryland Department of Labor, Licensing and Regulation (DLLR) is accepting applications for the position of Staff Specialist III within the Division of Workforce Development and Adult Learning. The resulting eligible list will be used to fill this position or function only. Persons interested in future positions will need to reapply.

Main Purpose of Job
To assist the General Educational Development (GED) Administrator in coordinating the implementation of the GED Testing Program as prescribed by the Maryland Code and Bylaws as well as the policies of the GED Testing Service of the American Council on Education.
POSITION DUTIES
Provides technical assistance to the Maryland GED® office to monitor, review and update multiple databases, prepare monthly, quarterly or annual statistical reports on data pertaining to GED testing. Oversee coordination with instructional services and alternative methods of earning a Maryland High School Diploma and public information. Monitor GED® testing procedures to ensure compliance with COMAR regulations and accuracy in jurisdiction- specific test taker eligibility determinations. Manage customer complaints and waiver requests. Generate daily financial reports in the GED Office. Assist with diploma issuance and transcript and verification requests. Coordinate with Adult Instructional Programs to provide GED Ready testing, counseling, support and resources. Support GED Office outreach efforts by providing professional development to Workforce Development Centers, government agencies, libraries and other stakeholders. Assist in special assignments by the GED Administrator or Director of Adult Education and Literacy.
MINIMUM QUALIFICATIONS
Education: Possession of a Master’s degree or at least 36 hours of equivalent post-baccalaureate course work.
Experience: Three years of administrative, librarian, teaching or rehabilitation work in education, library or rehabilitation programs.
Notes:
1. Two additional years of experience may be substituted for the Master’s degree or 36 hours of equivalent post-baccalaureate course work.
2. The above requirements are set by the Maryland State Department of Education in accordance with Education Article, Section 2-104.
SELECTIVE QUALIFICATIONS
Two years experience in adult education program or GED instructional program, including analyzing performance data. Three years experience in administrative or professional work including program evaluation and data analysis.
SPECIAL REQUIREMENTS
All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BARGAINING UNIT STATUS
The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
