Main Purpose of Job

This position primary purpose is to functions as the Deputy to the Director of the Procurement Division within the Department of Human Resources (DHR). The incumbent in this position ensures that DHR is meeting its procurement goals in accordance with COMAR Title 21 and DHR Procurement Policy and Procedures, and supervises and assumes full responsibility for DHR Procurement matters in the absence of the Director. This position is also responsible for supervision of the Procurement Unit supervisors in all procurement transactions in accordance with COMAR Title 21 Regulations, DHR, Department of General Services (DGS) and DoIT Procurement Policy and Procedures, the General Accounting Division's Corporate Purchasing Card Program Policies and Procedures; advises and instructs DHR Central and Local Department of Social Services staff to accurately prepare solicitations with the implementation of their programs and services; reviews for substance and accuracy, and processes procurement transactions; updates, develops, designs as necessary and maintains all procurement documents, regulations, forms and instructions posted on the Procurement Division's website for use statewide.

POSITION DUTIES

Supervises Procurement Unit supervisors to ensure that all procurement transactions for DHR's Central Administrations and the 24 Local Departments of Social Services are processed in accordance with COMAR Title 21 Regulations and DHR, DGS and DoIT Procurement Policy and Procedures.  In addition, ensures that the General Accounting Division's Corporate Purchasing Card Program Policies and Procedures are followed; updates, develops/designs (as necessary) and maintains all procurement documents, regulations, forms and instructions posted on the Procurement Division's website on the DHR Intranet for use by DHR staff statewide; and attends Board of Public Works meetings in the absence of the Director to respond to Procurement related questions regarding the Department's procurements, if required. 

MINIMUM QUALIFICATIONS

Education: A bachelor's degree in Business administration or related field from an accredited college or university.

Experience: Eight years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions and three years of this experience must have been at the supervisory/management level.

Candidates may substitute professional or paraprofessional contract management or procurement experience on a year for year basis for up to four years of the required education.

SELECTIVE QUALIFICATIONS

Two years of experience soliciting, evaluating, negotiating and awarding contracts.  

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

  • Expert knowledge of Maryland State Procurement and COMAR Title 21
  • Knowledge of procurement specifications
  • Knowledge of Request for Proposals and Invitations for Bids
  • Knowledge of the Corporate Purchasing Card policy and procedures
  • Compliance with governmental procurement laws and regulations
  • Able to determine the most appropriate procurement vehicle/method to use: basis for awards and evaluation criteria; contract type; format for price forms, etc.

Limited to current Department of Human Resources, Procurement Division employees only.
