Main Purpose of Job

This position will be responsible for handling multi-million dollar, multi-year, complex service procurements and managing/supervising lower level Procurement Staff.

POSITION DUTIES

Assist with the development of contract specifications, including performance and acceptance standards, payment terms, contract management elements, contract modifications, contract renewals and advertisement requirements in accordance with State procurement procedures, laws and regulations for the procurement of all necessary services, supplies, maintenance and equipment.

Review and analyze purchase requisitions and work with and advise departments on the most appropriate procurement methods to use, such as negotiated awards, competitive sealed proposals, sole source or emergency in accordance with State procurement laws, procedures and regulations.

Conduct pre-bid and pre-proposal conference, site inspections, explain procurement requirements and establish procurement procedures and schedules participate in and/or conduct offeror discussions and contract negotiations.

Conduct bid opening for competitive sealed bid procurements, determine whether bidders are responsive and responsive and make recommendations for rewards.

Examine bids to determine issues of responsiveness and responsibility and/or the need for additional information.

Conduct evaluation committee meetings for competitive sealed proposals to assist committee members in determining whether offerors are reasonably susceptible of being selected of award and make recommendations for awards.

Use the Advanced Purchasing and Inventory System (ADPICS) module for the Financial Management Information Systems (FMIS) to facilitate the procurement process.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university. In order to meet this educational requirement an unofficial copy of your transcript must accompany your application.

Experience: 5 years of experience in procurement involving duties such as soliciting, evaluating, negotiating and awarding contracts ensuring compliance with governmental procurement laws, regulations and conditions.

Note:

1.    Candidate may substitute professional procurement experience on a year-for-year basis for up to four years of required education.

2. Candidates may substitute additional graduate education at an accredited college or university at the rate of thirty credit hours for each year of the required experience. If you are claiming educational substitutions an unofficial copy of your transcript must accompany your application

3. Candidates may substitute the following written certifications, obtained through passing an examination, Certified Public Manager (CPM.) or Certified Professional in Supply Management (CPSM) from the Institute of Supply Management, Certified Professional Contracts Manager from the National Contract Management Association: or Certified Public Purchasing Officer (CPPO) or Certified Professional Public Buyer (CPPB) from the National Institute for Governmental Purchasing for up to three years of procurement experience.

The examination may consist of a rating of your education, traning and experience related to the requirements of the job.
