Main Purpose of Job
The position functions as the Program Manager for the Baltimore City Department of Social Services'(BCDSS) Resources & Support Program. This position plays the primary role of managing the work in selecting, training, licensing and supporting foster parents. Responsibilities include the dynamic ability to lead complex recruitment efforts to ensure that BCDSS has a sufficient number of foster homes that meet the modern needs of children in our care, the management skill to oversee employees responsible for a high volume of time sensitive task completion, a good understanding of Maryland regulations as it relates to the licensing standards for foster homes and the creativity to design a method for the individualized support of foster parents who are caring for abused and neglected children.
MINIMUM QUALIFICATIONS
Education: Masters Degree in Social Work or a Human Services related field.
Experience: Seven (7) years of casework experience within a public or private agency or institution,three (3) years of which must have been in a supervisory capacity.
DESIRED OR PREFERRED QUALIFICATIONS
The ideal candidate will possess the following:
Knowledge and understanding of Maryland regulations as it relates to the licensing standards for foster homes.
Professional experience in child welfare, including knowledge of best practices in the field, that will position the agency to make placement decisions that are in the best interest of children in foster care.
