Main Purpose of Job

The main purpose of this position is to function as an Assistant Director in the Bureau of Policy, Research and Training, Office of Programs for the Department of Human Resources (DHR). This position is responsible for planning, organizing, managing, developing, interpreting, writing and implementing Federal/State laws, policies and procedures that facilitate the administration of the Family Investment Programs in Maryland. The Assistant Director evaluates existing programs, monitors local department procedures, makes recommendations for reducing errors and implements new or revised programs; responds to Federal and State audit issues; interprets programs and policies for other FIA and local department staff; communicates with the Regional Office of the Administration for Children and Families, the Food and Nutritional Service and the Department of Health and Mental Hygiene (DHMH) Medical Assistance Policy Administration for policy clarification and interpretation; conducts and evaluates needs assessments; and provides technical assistance for administrative and local offices throughout the State.

POSITION DUTIES

• Plans, organizes, monitors and supervises the work of Program Analysts to meet work requirements by assigning duties and evaluating performance.

Manages special projects including contractual employees.

Coordinates and delegates work of lead Analysts responsible for federal reporting.

Develops guidelines and procedures as well as monitors project progress and fiscal resources.

Interprets regulations in COMAR and Code of Federal Regulation and recommends changes as needed.

Completes site visits.

Evaluates trainee course, reviews and provides feedback.

Approves and reviews training materials for accuracy and clarity.

Provides input for the Office of Programs and FIA budgets.

Develops and writes regulation changes, implements new legislation and develops training plans for FIA administration and Local Departments.

Assesses the need for and schedules customized training.

Promotes the Department's programs through frequent contact with the Local Departments, State and Federal agencies, advocate groups, community organizations and other interested groups.

Maintains awareness of national best practices relevant to FIA programs.

• Evaluates policies and procedures and recommends changes.

Serves on workgroups as assigned.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Seven years of administrative or professional experience. Three years of the required experience must have included supervision of others.

Note: Additional administrative or professional and/or technical experience in the administration of a human services program may be substituted on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:

Experience with policy or programs designed to serve low income or disabled populations.

Experience with use of personal computer i.e. Microsoft suite (Word and Excel) applications.

Knowledge of COMAR and procurement regulations.

Detailed knowledge of Family Investment Programs.

Detailed knowledge of frequently utilized FIA technical systems: Client Automated Resource and Eligibility System (CARES), Client Information System (CIS), Maryland Medical Information System (MMIS), EBT, WORKS, National Directory of New Hires (NDNH), ME Health Connection and SVES.

Demonstrated ability to write clear and concise policy and procedural materials.

Demonstrated ability to review administrative data.
