Main Purpose of Job

This position is the Assistant Director of Family Investment for the Frederick County Department of Social Services. The position is responsible for the establishment, monitoring, and oversight of goals, priorities, program and operational policies and procedures, budgets, contracts, expenditures, performance standards, audits, and daily operations for each of the Family Investment programs in Frederick County which include: Temporary Cash Assistance (TCA); Temporary Disability Assistance Program (TDAP); Public Assistance to Adults (PAA); Food Supplement Program (FSP); all programs under Maryland Medical Assistance (MA) -- Families and Children, Maryland Childrens Health Program, Long Term Care, Aged, Blind, and Disabled, Supplemental Security Income, Qualified Medicare Beneficiary, Supplemental Limited Medicare Beneficiary and others; Emergency Assistance to Families with Children (EAFC); and Child and Adult Care Food Program (CACFP). This includes ensuring compliance with all applicable federal and state laws and regulations; direct and indirect supervision of all staff responsible for eligibility determination of all Family Investment program and functions, employment activities, and other local initiatives; distribution of staff and workload to accomplish required outcomes; assuring services are provided in an accurate and timely manner to eligible Frederick County residents; and establishing and maintaining community partnerships in support of customer needs and agency goals.

POSITION DUTIES

• Administers and interprets federal and state law/policy governing public assistance eligibility, welfare reform initiatives and personnel management.

• Creates, assesses and revises local policy and procedures for family Investment.

• Develops, implements, and monitors budget and contracts for TANF funding and Work Opportunities, Emergency Assistance to Families with Children (EAFC) and Welfare Avoidance Grants (WAG’s).

• Directs and supervises the unit activities of six (6) Family Investment supervisors, one (1) Family Investment policy analyst and one (1) Work Participation Specialist.  

• Develops comprehensive service delivery strategies to meet customer needs in collaboration with other programs within the Department.  

• Coordinates the integration of Family Investment programs and activities within the Department and the community at large to support the mission of the Department and DHR.    

• Interfaces with DHR Central, DHMH, the Legislature, Local Government, the Department Director, the Local Board, community partners and businesses to meet the needs of all Frederick County citizens in accordance with the local mission, vision and strategic plan.  

• Actively participates in any and all activities, committees, meetings, etc. which facilitates the enhancement of Department programs and policies as well as directly benefit the staff of the Department and Frederick County citizens.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Seven years of administrative or professional experience determining eligibility for government programs. Three years must have involved supervision of other employees.

Note: Additional administrative or professional and/or technical experience in the administration of a human services program may be substituted on a year-for-year basis for the required education.

SELECTIVE QUALIFICATIONS

Three years of the administrative or professional experience directly involving Family Investment Programs.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:

• Supervisory experience of Family Investment Program employees.

• Detailed knowledge of Family Investment Programs.

• Experience with policy or programs designed to serve low income or disabled populations.

• Knowledge of COMAR and procurement regulations.

• Familiarity with developing & managing budget.

• Detailed knowledge of frequently utilized Family Investment Administration (FIA) technical systems: Client Automated Resource and Eligibility System (CARES), Client Information System (CIS), Maryland Medical Information System (MMIS), EBT, WORKS, National Directory of New Hires (NDNH), MD Health Connection and SVES.

• Demonstrated ability to write clear and concise policy and procedural materials.

• Demonstrated ability to review administrative data.

• Experience with use of personal computer i.e. Microsoft suite (Word and Excel) applications.
