Main Purpose of Job

This position oversees the implementation of all aspects of the Maryland's Federal IV-E Waiver Demonstration. The Federal IV-E is a funding stream for children and youth in out-of-home placement who meets specific qualifications set by the federal government.  The IV-E Waiver Manager is responsible for planning, organizing, facilitating and overseeing development, implementation and evaluation of the title IV-E waiver on behalf of the State of Maryland, Department of Human Resources.  The incumbent in this position communicates, reports concerning title IV-E waiver and is a spokesperson for the department.  This position sets priorities, schedules work assignments, and directs all internal and external work; oversees Federal budget of over $260 million; demonstrates expert knowledge of departmental and agency principals, practices, and issues as well as organizational structure, staffing patterns, and administrative control to effectively supervise and monitors projects and initiatives.  This position also requires direct knowledge and experience in all programs within the child welfare practice continuum and is part of the senior management team of the Social Services Administration.

POSITION DUTIES

  • Researches, plans, establishes the vision and sets priorities for the waiver initiative;
  • Plans and facilitates external and internal stakeholder meetings;
  • Reviews and researches State/federal data trends in child welfare programs, practice, and financing;
  • Consults with State and federal experts and private advocacy organizations to identify priorities and obtain expert advice/guidance;
  • Compiles, reviews, and evaluates prior waivers, evaluations, and reports;
  • Designs and conducts field surveys, focus groups, and/or special studies to identify needs and priorities, and develops, collects, and analyzes data;
  • Develops plans for communication, training, quality improvement, payments, data collection, and risk management and establishes waiver implementation plans and contingencies;
  • Develops expenditure tracking and payment approvals;
  • Evaluates and identifies opportunities for collaboration with other State departments and community support;
  • Develops and delivers administrative training to Local Department of Social Services and contract staff;
  • Monitors and oversees the waiver implementation plan and acts as the in-house expert with other internal and external stakeholder on program regulations and policies;
  • Manages activities to assure compliance with the Terms and Conditions and request modifications from Federal government, if needed;
  • Works with contracts and purchasing units to administer fair bid procedures, bid reviews and rating and award selections and reviews, updates, and/or negotiates modifications of State contracts;
  • Develops budget plans and allocation formulas for the use and distribution of funds;
  • Acts as principal advisor to the agency Executive Director and DHR Secretary on all policies, procedures and recommended actions pertaining to the administration and operation of the IV-E Waiver;
  • Develops and delivers executive summaries and presentations and attends all Federal meetings on behalf of the department;
  • Develops, oversees, and tracks communication plan in collaboration with DHR Communications Office;
  • Conducts public and legislative forums with community leaders, State officials, and legislators; and
  • Serves on boards and committees.

MINIMUM QUALIFICATIONS

Education: Possession of a Master’s degree from an accredited college or university in human services, counseling, social work, education, psychology or related field.

Experience: Ten (10) years of experience in a human service program and five (5) years of this experience must have included the supervision of staff or exercising responsibility for program development.

Note: Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.
