Main Purpose of Job

This position functions as the Assistant Director for Contracts and Administration for the Division of Capital Construction and Facilities Maintenance.  The responsibilities of this position include assisting the Director in the procurement and contracting of capital projects and in the planning, programming and budgeting of capital programs for correctional facilities.

POSITION DUTIES

This is managerial and supervisory work in the field of building design and construction relating to Correctional Facilities. An employee in this classification helps to manage contract procurement of capital projects for the Division of Capital Construction and Facilities Maintenance for the Department of Public Safety and Correctional Services.  Some of the duties for this position include:

 

Administers all solicitations and manages all contract procurement functions; conducts bid openings; and assists the Director in determining a contractor for the recommended award.

 

Manages the planning, programming and budgeting of the capital projects facility programs in compliance with the Department of Budget and Management and the Department of General Services facility programs.

 

Manages contract administration of all architectural/engineering construction, construction inspection and testing services, programmer services and other construction-related service contract agreements, approved by the Public Safety Procurement Review Board and the Board of Public Works.

 

Responsible for responding to legislative audit issues and requests for position papers.

 

Oversees and manages the Division’s financial resources including programming funds, capital funds, capital appropriation funds, federal funds and special operating funds.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's Degree from an accredited college or university. In order to meet this educational requirement an unofficial copy of your transcript must accompany your application.

 

For education obtained outside the United States, you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. This evaluation must be submitted with your application.

 

Experience: Five years of experience managing multi-million dollar capital and operating budgets.

 

 

 

DESIRED OR PREFERRED QUALIFICATIONS

The following qualification is preferred, not required:

1. Five years of experience with procurement, through private or public entities. State procurement experience is preferred.

2. Two years of experience using Microsoft’s Access with the ability to create and/or update Access databases is preferred.

3. Two years of experience writing contracts.

4. Experience working with design and construction.
