Main Purpose of Job

The Maryland Department of Health and Mental Hygiene (MDHMH) is seeking to fill a Center Chief position for the Center of HIV Prevention and Health Services (Center) within the Infectious Disease Prevention and Health Services Bureau (Bureau).  The Bureau is responsible for the state of Maryland's HIV, STI, and viral hepatitis response efforts.  Within the Bureau, the Center focuses on prevention and medical and supportive services related to HIV. The main responsibility of the Center Chief is to oversee the administration of HIV prevention and health services functions on behalf of the state of Maryland. This includes overseeing a staff of 30+ individuals, managing a budget of approximately $25 million, and maintaining alignment with all requirements of the federal grants within the Center's purview. The Chief also has responsibility for administering Substance Abuse and Mental Health Services Administration funding transferred from the Behavioral Health Administration. The Chief serves as a representative of the Bureau on behalf of HIV issues and maintains strong collaborative relationships with local health departments and other community partners. He or she also assists the Bureau Deputy Director in managing the internal operations of the Bureau including: personnel functions, trainings, and workforce development initiatives; budget development; grant application and reporting coordination and submission; procurement processes; policy and procedure development; and other operations-related functions within the Center. Lastly, the Chief is responsible for ensuring program collaboration and service integration within the Center and across the Bureau and other programs. The incumbent may act for the Deputy Director in the Deputy Director's absence.

The Center and Bureau are part of the Prevention and Health Promotion Administration (PHPA) within MDHMH. PHPA’s mission is to protect, promote and improve the health and well-being of all Marylanders and their families through the provision of public health leadership and through community-based public health efforts in partnership with local health departments, providers, community based organizations, and public and private sector agencies, giving special attention to at-risk and vulnerable populations. 

MINIMUM QUALIFICATIONS

Qualified candidate must possess a master's degree and at least five years experience related to public health prevention care coordination, and/or service delivery.  Candidates must also possess at least three years of supervisory and management experience.

DESIRED OR PREFERRED QUALIFICATIONS

Desirable candidates should possess:

- At least two years of experience relayed to the administration or evaluation of Ryan White health services programs;
- At least one year of experience related to the administration or evaluation of HIV prevention programs;
- Demonstrated experience developing operational plans; directing projects; meeting deadlines; allocating staff resources; and staff development, recruitment, and performance evaluation;
- Demonstrated experience writing grant applications and reports, preparing budgets, and tracking expenditures;
- Demonstrated public health experience at either the federal, state, or local level;
- Excellent written and verbal communication skills.
