Introduction

The Department of Budget and Management (DBM) is seeking an independent and experienced individual to serve as the Director of the Division of Finance and Administration. The Division of Finance and Administration is responsible for accounting, budgeting, payroll, purchasing and other related functions for the Department of Budget and Management.

This position is located in Maryland's historic capital of Annapolis. This is a management service position that will serve at the pleasure of the appointing authority.

POSITION DUTIES

The Director of Finance and Administration manages the fiscal and administrative needs of DBM ensuring adequate funding to accomplish departmental goals and the sound financial management of agency operations. Other specific duties include, but are not limited to the following:

 Accounting-related duties using R*STARS application under the State's Financial Management Information System (FMIS);

Managing purchasing, small procurements, and contracts using ADPICS application under FMIS;

 Payroll;

Serving as the DBM Financial Management Information System (FMIS) Security Officer;

Serving as DBM Corporate Purchasing Card Administrator;

Inventory control;

Unemployment Insurance Fund related duties, and;

Compiling various annual and monthly reports for submission to various agencies.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Bachelor's degree from an accredited college and university in finance, business management or a related field.

Experience: 10 years of experience in administrative, management or professional work, six years of which must be related to finance management.

Note:  An equivalent combination of education and experience may be acceptable.

DESIRED OR PREFERRED QUALIFICATIONS

Possession of strong interpersonal, written and oral communication skills;

Graduate degree from an accredited college or university;

Minimum of 3 years supervisory experience;

Experience in accounting, financial management and payroll systems, preferably with Maryland State Government, and;

Experience preparing, managing and forecasting a budget.
