Main Purpose of Job

Responsible for independently performing a variety of complex administrative, fiscal, and budget duties for the Program Manager II that withstand federal and State review and audit. Responsible for independently performing procurement, telecommunications, security, and human resources duties at Disability Determination Services (DDS).

POSITION DUTIES

Independently prepares official correspondence to State, federal and private agencies pertaining to legal and fiscal matters; develops and maintains complex spreadsheet reports for various budget and personnel matters using Microsoft Excel.  Maintains accurate hard copy files of reports, purchase orders, budgets, contracts and administrative correspondence.  Prepares monitors and maintains purchase orders for all service and maintenance contracts. Records, analyzes and monitors information into the Financial Management Information System (FMIS) accounting system. Responsible for agency’s telecommunication system including training to staff on telecommunication policies and procedures.  Controls and issues State photo identification access cards and parking tags.  Distributes and collects staff timesheets bi-weekly and forwards to DORS personnel. Compiles personnel data of time/leave hours for staff generating Federal (SSA-4514) report for SSA. Coordinates open enrollment and directs personnel issues to parent agency (DORS).  Assist in recruitment of Support Services Personnel. 

MINIMUM QUALIFICATIONS

EDUCATION: Completion of 60 credit hours at an accredited college or university.

Experience:  Two years of experience in administrative or professional work.  

NOTES:  Applicants may substitute a bachelor’s degree from an accredited college or university for the required education and experience.  Applicants may substitute experience as defined above for the required education at the rate of one-year experience for 30 credit hours of education, for up to 60 credit hours of the required education.

SELECTIVE QUALIFICATIONS

Working knowledge of English usage; knowledge of public finance, including budgeting, purchasing, and fiscal controls; knowledge of reference, research methods, and techniques used in collecting, compiling, and organizing data and information; knowledge of the practices of personnel administration; Knowledge of Microsoft computer software programs including FMIS; ability to create tables and manage databases such as access, excel and other computer applications. 

SPECIAL REQUIREMENTS

Individuals selected for the positions with the Maryland State Department of Education, Disability Determination Services will go through a complete federal background investigation.  A suitable determination by the Social Security Administration is necessary to determine whether an employee can be issued credentials in order to have access to Social Security disability data, records and systems.
