Main Purpose of Job

The Health Services Review Commission (HSCRC) is the State commission responsible for collecting and disclosing hospital data and operating performance, and is authorized to establish hospital payment rates to promote cost containment, access to care, equity, financial stability and hospital accountability. The Commission is seeking a Chief of Quality Analysis candidate to assist the Associate Directors of Quality Initiatives, Performance Measurement and Deputy Director of Population Based Methodologies, as well as Executive leadership staff, with the quality and other performance measurement focused development and policy analysis activities of the Commission.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Public Health, Public Policy, Nursing, Nursing Informatics, Healthcare Quality, Healthcare Statistics or a related field is required.  An advanced degree is preferred.   

Experience: Requirements include a minimum of five years direct experience designing, developing, and implementing healthcare performance measurement analysis projects and programs.  Public policy-related experience is a plus.  

Technical Skills: Critical skills include the ability to design, implement, summarize, interpret and report the results of analytical studies using measures of performance that contribute to the HSCRC’s development of hospital payment rates and hospital performance monitoring. Also critical is the ability to develop and employ an array of statistical techniques to conduct the various analyses using a variety of data sources (hospital quality metrics, HCAHPS data, discharge data, financial reports, labor market data, etc.) with analytic, reporting and statistical software packages (e.g. SAS, SPSS, STATA, Excel etc.). Candidates should demonstrate the ability to manipulate large datasets in order to analyze trends and report findings to various internal and external audiences, and to conduct policy analysis. Excellent oral and written communication skills and ability to handle multiple tasks will be invaluable in this role.
