Introduction
The State Treasurer's Office is seeking an auditing professional to plan, control, direct and implement a comprehensive audit designed to evaluate internal controls, add value, improve operations and minimize risk at the State Treasurer's Office.

LOCATION OF POSITION

Main Purpose of Job
This is a sole function position responsible for planning, directing and administering all aspects of the State Treasurer's Offices internal audit program. As such, this position establishes overall program goals, standards, controls, policies and procedures for the revisions/improvements in order to continue to meet program objectives. This position is responsible for implementing and managing both short-term and long-range plans for program operations. The position will represent the agency before Federal, State and local officials, legislative committees, external audit sources, and executives of other agencies concerning program activities.
POSITION DUTIES
Some examples of the programs in which this position is responsible for internal control include:
- Statewide cash reconciliation, policies and procedures for utilization of authorized State-contracted banks and banking services
- Collateralization of all State bank accounts
- State Insurance Trust Fund agency premium setting
- Underwriting to insure and protect all of the State’s assets
- Cash Management Improvement Act and the negotiation of the annual compliance contract between the Federal US Treasury and the State agencies affected by federal programs
- Sound investment of funds
- Statewide financial file transfers such as payroll to the State’s main Disbursement Bank
- Disaster Recovery
- Statewide contracts procured by the Treasurer for Statewide financial services
- Tax exempt bonds and Federal compliance
MINIMUM QUALIFICATIONS
Bachelor’s Degree in Finance, Accounting or a related field. Post Graduate work preferred.
SELECTIVE QUALIFICATIONS
The ideal candidate will have:
Minimum of three (3) years experience coordinating and conducting fiscal compliance and information technology audits Seven to ten (7-10) years experience in Maryland State Government (executive and legislative) with an emphasis on and in-depth knowledge of State fiscal and related matters as well as broad familiarity with State operations and current issues.
LIMITATIONS ON SELECTION
Applicants must be willing to work in the Annapolis area
SPECIAL REQUIREMENTS
This is an Executive Service position which serves at the pleasure of the Maryland State Treasurer and her designated appointees.
