Main Purpose of Job

This is responsible staff or supervisory Unemployment Insurance work in central or regional offices of the Department of Labor, Licensing and Regulation. Work generally involves the analysis and interpretation of data and situations; the analysis of operational programs or procedures with recommendations for improvements; participation in operational or procedural planning processes; or the facilitation of program support activities. Actual duties may vary from assignment to assignment, depending upon the work center to which the employee is assigned. In some work centers, positions may supervise subordinate professional, technical, or clerical personnel.

POSITION DUTIES

The primary purpose of this position is to evaluate facts for the adjudication of issues affecting eligibility of Unemployment Insurance benefits. The selected candidate will be responsible for providing interpretation of Unemployment Insurance Law to employers, claimants, attorneys and other third party representatives. The selected candidate will be required to represent the State in overpayment appeal and or court hearings, when assigned, to present evidence on the agency's behalf. The selected candidate will conduct JAVA Hearings when needed and will assist the supervisor in all other functions of the Benefit Payment Control Unit as qualified.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from and accredited four-year college or university.

Experience: Four years of administrative experience in unemployment insurance work involving discretion and independent judgement directly related to unemployment insurance programs.

Notes:

1. Applicants may substitute graduate education for the required experience at the rate of one year of education to one year of experience.

2. Applicants may substitute additional experience as defined above for the required education at the rate of one year of experience for one year of education, for up to four years of the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Human Resources Management classifications or Human Resources Management specialty codes in the unemployment insurance field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The best candidate for this position will have 3 years experience adjudicating Unemployment Insurance non-monetary determinations, including but not limited to UI Fraud.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.

Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
