Introduction

This recruitment is limited to current employees of the Department of Human Resources, Office of Budget and Finance, Budget Management Division.  You must be a current employee of the Department of Human Resources, Office of Budget and Finance, Budget Management Division and meet the minimum education and experience qualifications to be approved for this recruitment.

Main Purpose of Job

This position provides supervision and managerial oversight to coordinate all functions related to preparation and presentation of various agencies' annual operating budgets and monitors the execution of those budgets for the Department of Human Resources, Budget Management Division. This position is also responsible for the following:  preparation and review of budget amendments, review of status of funds, review of federal grant requests, review of regulations affecting the Administrations and various other projects and studies assigned by the Director of Budget and Finance and the Deputy Director of the Division of Budget Management.

POSITION DUTIES

This position reviews and directs analyst(s) in reviewing, adjusting, reporting, and negotiating the budget request with requesters or analyst(s) from Department of Budget and Management (DBM) and Department of Legislative Services (DLS); participates in completing all functional aspects of the compilation, packaging and completion of the annual budget for submission to DBM; prepares written instructions for Local Departments and Central Programs for budget preparation/processing; assists with the completion of the departmental year-end closing budget amendment; prepares, reviews and directs preparation and presentation of budget data to DHR management, DBM and DLS; assigns, reviews, and directs preparation and submission of fiscal and economic impact analyses on legislative bills and proposals; monitors financial status of administrations in the Department according to specific funding rules, procedures and requirements; ensures that budget request and fiscal operations conforms to applicable Federal, State law and regulation, and financial resources; supervises staff approval of requisitions for affected administrations; assigns and reviews the preparation/presentation of balance sheet items to ensure accuracy and reliability to protect fiscal resources; requests for additional funds as well as identification of funding sources, and directs proper spending of fiscal resources; consults with Budget Management regarding general and specific budget issues and problems, budget amendments and other matters of fiscal management; submits budget requests for funding timely; and participates in all budget related meetings.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university.

Experience: Five years of experience in budget preparation, presentation and execution.

Notes:

1. Candidates may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for one year of required experience.

2. Candidates may substitute additional experience as defined above on a year for year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year to year basis for the required education and experience.
