Department of Housing and Community Development Headquarters Office is located in Prince George's County at the New Carrollton Metro stop.

POSITION DUTIES

Department of Housing and Community Development has an immediate opening for a HCD Community Program Administrator II, Loss Mitigation Team Leader, in its Division of Credit Assurance. This individual will assist in directing the work flow, staff assignments, policy, and procedures for the Department Loss Mitigation Team. The candidate must be highly organized, customer-oriented, and a self-motivated team player with experience in excel, word, and Google mail. This position supports the Manager Single Family Collections, Division of Credit Assurance staff, oversees contract servicer's performance in Collections and Loss Mitigation for the single family Maryland Housing Fund insured bond-funded loans, bond-funded loans with other mortgage insurance, and uninsured state-funded loans. Duties include directing activities for the Single Family Loan Portfolio of the Loss Mitigation Team for Collections Loan Modifications, Short Sales, Deeds in Lieu of Foreclosure, Special Forbearances, Advance Claims and Loan Modification workout combinations. Provides technical expertise and reviews the Team's cases in these areas to the Department staff, mortgage customers, and contract servicers. Acts as liaison for outreach events and customer service calls between the Department and HUD housing counseling agencies, title companies, law firms, realtors, and other customers to explain the Department's Loss Mitigation Program Policies and Procedures. Manages the work flow of loss mitigation applications from start to finish and assign works to the Department Loss Mitigation Team. The Team Leader provides short and long term goals, updates policy and procedures, keeps up with Federal and State legislation on foreclosure and loss mitigation as well as updates from Fannie Mae, Freddie Mac, Federal Housing Administration, Department. of Veteran Affairs, Rural Housing Service, and conventional mortgage insurance companies.

MINIMUM QUALIFICATIONS

Minimum  and Selective Qualifications are REQUIRED. Please read carefully.

Education: A bachelor’s degree from an accredited college or university.

Experience: Five years of administrative or professional experience in financing and providing technical assistance for development or rehabilitation of multifamily or single family housing; neighborhood revitalization and business development; community infrastructure development; or historic preservation programs.

Notes:

1. Additional administrative or professional experience as defined above may be substituted on a year-for-year basis for the required education.

2. Additional job-related education may be substituted for up to two years of the required experience at a rate of thirty credit hours for each year of experience.

3. Candidates may substitute U.S. Armed Forces military service experience as commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

  •   One year of experience working with loss mitigation for Federal Housing Administration insured Loans, AND/OR
  •   One year of experience in mortgage loan servicing, specifically loss mitigation of first mortgages.
