Main Purpose of Job

The main purpose of this position is to provide regulatory oversight to public and private substance abuse treatment and prevention programs in the State of Maryland. The regulatory oversight is provided through routine program compliance reviews, jurisdictional monitoring audits and complaint initiated program compliance reviews. This staff person is responsible for the planning, conducting, and filing of all surveys, reports, and otherwise requested documents from each complaint or compliance interview and each completed compliance review. In addition, all required electronic information related to the performance of the above mentioned responsibilities must be entered in the identified database. This staff person also attends and participates in all Compliance Section staff meetings as directed and follows all required policies and procedures that are associated with the performance of their duties. This staff member also serves as on an assigned Behavioral Health Administration Regional Technical Assistance (BHARTA) team as a representative from the Quality Assurance (QA) Division.  In this capacity, the staff person provides input and expertise to the team and responds to the questions relative to the activities of the QA Division.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling or a related field.

Experience: Five years of professional experience in health services, two years of which must have been in the option for which application is made.

Notes:

1. Applicants may substitute a master’s degree from an accredited college or university in a health or human service field for one year of the required general experience.

2. Experience in the option must be as follows:  professional work related to treatment and services for persons with alcohol or other substance abuse addiction.

3. A bachelor’s degree from an accredited college or university in another field plus one additional year of professional experience in health services may be substituted for the specific degree.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate should have regulatory compliance experience specific to substance use treatment programs.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
