Introduction

THIS IS A POSITION SPECIFIC RECRUITMENT FOR THE PRINCE GEORGE'S COUNTY OFFICE OF CHILD SUPPORT ENFORCEMENT.  THE RESULTING ELIGIBLE LIST WILL BE USED TO FILL TWO (2) FULL-TIME POSITIONS.

Main Purpose of Job

This position requires high performance level work in conducting administrative hearings for child support settlement conferences and/or conciliation hearings; preparing complaints and motions for filing with the court to establish, enforce and modify child support cases.  Negotiation of settlement conferences to reach consent order agreements between the parties and refers cases to the attorney to be heard before the Judge or Magistrate when an agreement cannot be reached.  Supervision of special projects and analysis of data relating to the operation of the Legal Unit in Prince George's County Office of Child Support Enforcement.  Assist Special Counsel in the court room by conducting in-depth analysis of the facts in the case or interactions with child support litigants, attorneys, employers, and Court personnel; making decisions regarding the review and adjustment process; completion of complex legal documents.  Individuals in this position must be able to interpret and apply Maryland Family Law, Federal regulations, COMAR and various legal references.  Individuals must possess effective written and oral communication skills.

POSITION DUTIES

Conducts settlement conferences to obtain consent agreements through negotiation with custodial and non-custodial parents, and private attorneys prior to hearing before the Magistrate or Judge; obtains agreements in the establishment of paternity, child support, medical support and the modification of orders; uses income information to compute child support amount in accordance with the Maryland Child Support Guidelines and prepares consent orders for submission to the court; drafts complaints and motions and prepares cases for court; obtains court dockets, pulling files, conducting audits and reviewing files; consults with lead attorney and court officials regarding policies and interpretation of law; conducts follow up of cases after court hearings; when served with discovery requests, contacts necessary parties or other jurisdiction for information, schedules interviews to obtain responses; conducts case research, document, and pleading preparation and customer contact; tracks, reviews and processes modifications; reviews and responds to mail, returns phone calls, responds to work orders, corresponds with other jurisdictions in connection with pending litigation.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: One year of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Applicants may substitute education at the graduate level at an accredited college or university in a human services related field at the rate of 30 semester hours per year for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess experience in the following areas:  

Performing general math calculations such as addition, subtraction, multiplication and division.  

Negotiating settlements.

Completing and/or processing legal documents.

Proficient computer skills (Excel and Word). 

Establishing paternity, child support, medical support and/or modifications to court orders.

Reviewing files for a legal case. Excellent verbal and written communication skills and research ability.

Limited to candidates willing to accept employment in Prince George's County Maryland.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
