Main Purpose of Job

The Public Affairs Specialist is the entry level of progressively responsible work in the field of public relations at the professional staff level. This position will provide ongoing management and growth of the Garrett County Health Department's social media strategy across multiple platforms, including social channels, blogs, and agency websites in alignment with the agency's overall mission and vision. The successful candidate must be a creative thinker with excellent verbal and written language skills and have knowledge of web design and social analytics tools. Experience with WordPress, Joomla, and Microsoft Publisher is preferred. The Garrett County Health Department is committed to growing it's digital and social presence and is looking for a qualified candidate to lead this effort.

MINIMUM QUALIFICATIONS

Education:    Possession of a bachelor’s degree from an accredited college or university with at least 30 semester credit hours in one or more of the following subjects: English, journalism, public relations, writing or other similar and related areas of study.

Experience:  None

NOTE:

1.  Additional experience in public information, public relations, journalism or other related experience in publicity or promotional work may be substituted on a year-for-year basis for the required college education.

2.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in public affairs specialist classification or public affairs specialty codes in the information and arts field of work on a year-for-year basis for the required experience and education. 

DESIRED OR PREFERRED QUALIFICATIONS

The selected candidate should have excellent verbal and written language skills; knowledge of web design and social analytics tools; and experience with WordPress, Joomla, and Microsoft Publisher.

SELECTION PROCESS

The evaluation may be a rating of your application based on your education, training and experience as they relate to the requirements of the position. BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
