Main Purpose of Job

The main purpose of this position is to provide direct clinical services and document services through acceptable COMAR/HIPAA and HITECH standards. Services include providing diagnostic assessment to formulate behavioral health diagnostic impressions, clinical counseling and case management services to children, adolescents and adults with mental health disorders as defined by standard treatment criteria; provide individual, family, and/or group counseling to assigned clients according to agency guidelines and COMAR regulations; collaborate with clients to develop and review treatment plans. The Social Worker will document and maintain client records in accordance with agency policy and procedures adhering to accepted ethical and behavioral standards of conduct; participate in continuing professional development; and obtain supervision as required for licensure. Duties include clinical coordination - advocate for client and family services, collaborate with other disciplines involved in providing treatment and coordinate treatment activities with services provided to the client/family by other resources; participate in weekly staff meeting and individual clinical supervision; function as coverage for clinical personnel during staffing shortages to ensure continued service for this agency. The incumbent will obtain authorization for clinical services through the Administrative Service Provider ensuring continuation of authorization during the course of treatment, complete all client Outcome Measurement System data and treatment plans for consumers assigned to caseload to ensure compliance with COMAR documentation regulations and ensure that the Division receives payment for services provided. This position will participate in Health Department wide activities as necessary to promote awareness of Public Health issues and participate in Public Health disasters as needed at the discretion of the Health Officer.

MINIMUM QUALIFICATIONS

Education:    Determined by the Maryland State Board of Social Work Examiners under the licensing requirements for Social Workers.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.  Candidates must be licensed as a Graduate Social Worker or Certified Social Worker by the Maryland State Board of Social Work Examiners prior to appointment to a position in State service. Applicants who do not have a license may also apply pending receipt of the required license. When the license is obtained, submit a copy to the Department of Health and Mental Hygiene Testing Unit.

2.  Candidates appointed to positions in this classification may be assigned duties which require the operation of an automobile. Employees assigned such duties will be required to possess an appropriate operator's license valid in the State of Maryland.

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
