Main Purpose of Job

Directly responsible for inventory and fleet management. Assist and support the Director in procurement and contract compliance of the on-site management contractor in meeting contractual obligations of operating and managing Charlotte Hall Veterans Home, a 454 bed skilled nursing and assisted living facility for veterans on 126 acres. This position supports the Maryland Department of Veteran Affairs and Charlotte Hall Veterans Home in the area of responsible property management, control of state assets and assuring Maryland veterans received the benefits and services they are entitled in a safe and secure environment.

POSITION DUTIES

To assist and support the Director by supervising and monitoring all inventory. This includes the maintenance of all inventory records of State equipment and property, conducting physical inventories, and preparing necessary reports as requested by the Director. Contract and procurement management; ability to work independently.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: Two years of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

2. Candidates may substitute a bachelor’s degree from an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience collecting, compiling, and organizing data and charts. Ability to conduct studies and analyses of agency programs, procedures, and present reports and sound recommendations for improvements. Proficient in Microsoft Word, Excel, Powerpoint and Access; knowledge of HIPAA and COMAR regulations.  Experience in Fleet, Inventory and Procurement Management. Ability to work in stressful situations,including working with the elderly, and physically and cognitively impaired.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
